An action includes more than a pageview or custom event. Tag Manager and Consent Manager loads consume the same allowance. Cross the selected limit and Piwik PRO automatically moves the subscription to a higher tier.

Business includes 25 months of retention and runs in an EU-operated cloud in Sweden. The plan is self-service and has a 30-day trial with no credit card required at sign-up.
Enterprise is split into three tiers:

What Piwik PRO counts as an action
Piwik PRO defines actions broadly. The public pricing FAQ lists:
- Pageviews
- Downloads
- Outlink clicks
- Internal searches
- Custom events
- Goals
- Tag Manager container loads
- Consent Manager window loads
- Line item uploads
- API requests
A marketer may look at 800,000 tracked pageviews and assume a one-million-action tier leaves room. It might not. The tag container and consent window can add actions before custom events, downloads, goals, and API traffic enter the count.
Do not size Piwik PRO from a GA4 event report alone. Inventory every Piwik PRO module you will load and every server process that will call its API. Then use the subscription screen or pricing calculator with that combined volume.
Work out your real action count first
Pageviews are one line in the action count. A site with 500,000 of them bills closer to 1.4 million actions.

The middle rows are illustrative ratios, not Piwik PRO figures, and yours will differ. Tag Manager and Consent Manager still draw on the same allowance as Analytics, which is why this site sizes at nearly three times its pageview count.
Any Piwik PRO estimate built from a GA4 pageview report will be low, and the plan that follows a busy month is an automatic upgrade rather than an overage line.
What happens when you exceed the limit
Piwik PRO does not describe a per-action overage charge for Business. It says the account is automatically upgraded at the end of the month to a tier that corresponds to actual usage.
An overage fee pays for one busy month. An automatic upgrade changes the subscription tier. If a product launch, seasonal sale, or consent implementation pushes action volume over the ceiling, ask whether and when the account can return to the previous tier.
Piwik PRO says upgrades take effect immediately and downgrades take effect at the end of the current billing cycle. Model seasonal peaks against the higher plan.
Domains have their own meter
Business supports up to 20 domains, depending on the selected plan configuration. In this context, a domain is a unique website address or subdomain where the Piwik PRO Consent Manager banner is displayed and scans run.
Piwik PRO counts example.com and blog.example.com as two domains.
Regional storefronts, campaign microsites, separate checkout hosts, and product subdomains can consume the allowance faster than the corporate domain count suggests. Adding a domain or app during a billing period creates a prorated charge for the rest of the term and becomes part of the normal subscription after that.
Count the actual hostnames that will run consent management. Do not use the number of brands in a slide deck.
Data Activation has a separate limit
The suite includes Data Activation, but the included monthly profile allowance changes by tier:

Piwik PRO also lists unlimited data activation among its available add-ons. If you plan to sync large audiences or profiles into advertising and CRM destinations, include the profile allowance alongside action volume.
Analytics collection can fit comfortably while activation does not. Put both expected action volume and activated profile volume into the quote.
Add-ons and contract costs
Piwik PRO lists premium services and features as add-ons. Depending on the tier, these include:
- Raw-data exports to external storage and warehouse services
- Unlimited data activation
- Extended retention
- Personalized implementation and onboarding
- Product training
Enterprise also changes the hosting and security menu. Public cloud regions, private cloud, HIPAA support with a business associate agreement, SSO, account management, and negotiated contract terms depend on the selected tier.
The pricing FAQ also states that Piwik PRO can make pricing changes with at least 30 days' notice, and that subscription fees are adjusted by 4 percent each year on the subscription anniversary. A three-year procurement model built on the first invoice will be wrong before usage changes at all.
What the 4 percent annual adjustment costs
Applied to the two published entry prices, that annual adjustment looks like this:

The totals are twelve payments a year at that year's rate. A five-year relationship ends about 17 percent above the year-one rate before a single extra action is tracked. Usage growth, added domains, and activation profiles all move the price on top of that.
Budget the escalator into any multi-year model, and ask whether it can be capped or waived in the contract term.
What changed from the old Core plan
Older comparison articles often describe Piwik PRO Core as a permanent free tier. The current public pricing page does not present that offer.
The entry path is now a 30-day Business trial, followed by a paid subscription. No credit card is required to start the trial. If the account is not upgraded after the trial, it is deactivated, followed by a short upgrade window before deletion under the terms described on the page.
If a review says Piwik PRO is free, check its publication date before using it in a buying decision.
When Piwik PRO is the right call
Piwik PRO fits teams buying a reporting layer.
It combines web and product analytics, custom reports, ecommerce reporting, Tag Manager, Consent Manager, and activation in one suite. Twenty-five months of retention comes with Business. Enterprise adds deployment and security options for regulated organizations.
